In June 2009, in order to help poverty-stricken areas in Xinjiang to improve the education environment, promote education development in the minority regions as well as local economic development, Wingtech Group has actively donated 800.000 RMB to sponsor the establishment of the Shanghai Huangpu Wingtech Kindergarten in Wensu county.

Wensu County is located in the western region of Xinjiang, southern foot of the middle Tuomuer, which is close to the border the Republic of Kazakhstan, is a remote border county long in poverty with farming and animal husbandry as main economy. Since the educational infrastructure is lagging behind there, the problem of local students enrollment to education becomes more and more prominent, which is seriously hampering economic development of Wensu.

Wingtech Group donated 800,000 RMB as an aid to build Shanghai Huangpu Wingtech Kindergarten, which is one of the key projects of Shanghai Municipal Governments initiatives to support Xinjiang Province, the northern west province in China. The kindergarten is planned to be  a bilingual pre-kindergarten, which includes an area of 600 square meters combining teaching and living spaces and the construction plan will include a completed power system, heating system, water supply and drainage works, fire works and greening work. The Kindergarten was started for construction in July 2009,  and planned to be completed and put into use in October 2009  .

Early July of 2009, Wang Wentao, Communist Party Secretary of Huangpu District, Shanghai,   Peng Weixin, Deputy Director of the National Peoples Congress of Huangpu District, Wu Cheng, Deputy District Governor of Huangpu District,  Rui Aidi the District Vice Chairman of CPPCC led the communist party and government delegation of Huangpu District, together with Zhang Xuezheng, Chief Strategy Officer of Wingtech, went into the Xinjiang Aksu Prefecture to participate in the foundation ceremony of Shanghai Huangpu Wingtech kindergarten in Wensu County.

Zhang Xuezheng, Chief Strategy Officer of Wingtech, said " It is our honor to able to contribute to the healthy growth of children in ethnic minority areas and education development of the nation. We hope the education service in Wensu County region will be more prosperous, and the society here will develop more quickly so as to educate more people for Xinjiang, as well as the whole country."
